Project Team Structure
Project Management Team:
This study is being conducted by the project sponsors:
- New York State Department of Transportation,
- New York State Thruway Authority and
- MTA Metro-North Railroad.

under the supervision of the lead agencies:
- Federal Highway Administration and
- Federal Transit Administration, the federal co-leads for the National Environmental Policy Act (NEPA) process.

Lead agencies are responsible for compliance with NEPA requirements and all applicable laws, regulations, orders and guidelines. They also will determine study eligibility for the use of federal funds.
The project management team is being assisted by a team of consultants: DMJMHarris (program management), Earth Tech/AECOM (transportation and environmental planning), Arup (engineering), and Howard Stein-Hudson (public involvement).
Inter-Metropolitan Planning Organization (IMPO)
The IMPO committee is composed of the:

- Metropolitan Transportation Authority Metro-North Railroad,
- Mid Hudson South Transportation Coordinating Committee,

Stakeholder Committee
The Stakeholder Committee fosters communication among agencies, interest groups and municipalities in the Tappan Zee Bridge/I-287 Corridor Study area and the Project Team.
The committee includes representatives of diverse organizations, from categories including education, development and planning, emergency services, health, engineering and transportation, the environment, business and industry and recreation and tourism.
New York Metropolitan Transportation Council (NYMTC)
NYMTC (This is an external link and will open in a new browser window) is the Metropolitan Planning Organization for New York City, Long Island and the lower Hudson Valley, which includes the I-287 Corridor. It will provide advisory support for the project. NYMTC is responsible for the region’s long-range transportation plan, which must include all planned transportation projects.
Westchester Rockland Tappan Zee Futures Task Force
The Westchester Rockland Tappan Zee Futures Task Force was established in 2005 by the county executives in Westchester and Rockland counties. The Project Team meets periodically with the Task Force to update members on the progress of the project, to request feedback and to gain their insight on how to keep local residents informed and involved.
